V20 MINISTERIAL DIALOGUE X

16 April 2023

H.E. Moussa Cisse, Minister of Finance, Guinea (Delivered in French; Transcription based on Live Interpretation)

Two main points very quickly. Considering the shocks, it is important to enhance concessional financing and to work with rating agencies that overestimate risk in Africa that will allow us to invest in growth enhancing infrastructure and dance among other projects. We are a mining country and we are also the water tank of our region. If we do not get enough support as I was telling the MDBs this morning, Guinea will not be able to continue to provide water to Guinea, Gambia, and Senegal, and that could lead to a drought in these countries.

Now, I would like to commend the Minister of Finance of Ghana for his able leadership of the V20. I would like to welcome the report that has just been presented and I support the final communiqué and I call on donors to support the V20 proposals. This is an opportunity to transmit the gratitude of our President to the MD for the food shock window that has supported us tremendously. Thank you.
